Loogootee approves employee ordinance

LOOGOOTEE — The Loogootee City Council Monday night approved an ordinance requiring all new city employees, whether full time or part time, to live within the city limits for at least the first five years of their employment.

However, exceptions are made for the fire chief and members of the volunteer fire department.

Any new hires who live outside the city limits will be required to become a city resident within 90 days of their hire date.

After five years of employment, city workers will be allowed to move outside the city limits, but they must still reside in Martin County.

This ordinance was approved on first reading under a suspension of the rules, which usually requires an ordinance to be read and approved at two consecutive meetings.

It amended an ordinance originally approved in 1994, which established the five-year residency requirement for police officers.

Now the same rules will apply to the other city employees.

Councilman Rick Norris was re-elected to serve another term as council president.

Mayor Noel Harty announced his annual report for 2012 for the Loogootee Police Department as compiled by Police Chief Kelly Rayhill: Total cases 282; criminal arrests 92; traffic arrests 73; handgun permits 36; miles driven 29,766; and total activities 1,990.

The mayor made the following appointments, nearly all of whom already serve in that capacity: city attorney, Mark Jones; Board of Public Works and Safety, Fred Dupps and Ron Gilbert; police chief, Kelly Rayhill; fire chief, Morgan Huebner; street superintendent, Don Grindstaff; utilities superintendent, Bo Wilson; uilities clerk, Nancy Spaulding; mayoral administrative assistant, Mandy Burgess; collections clerk, Elaine Renoire; city hall custodian, Grindstaff; Martin County Solid Waste District Board, Harty and  Norris; parks & recreation superintendent, Grindstaff; parks & recreation board president, Ann Ackerman; parks & recreation board, Sue Carrico, Mark Ellis, Samantha Nelson and Mary Jane Frye; Indiana alcoholic beverage board, Tim Strange; and building commission board, Jason Greene, Hiram Sanders, Kay Ackerman, Judy Blackwell, Susie Brewer and Elaine Renoire.
